Mandatory deduction on Education Ministry salaries explained

The Legislation and Opinion Bureau published the Social Security Fund system for employees of the Ministry of Education, mandating a 6% monthly deduction from all staff salaries, plus a one-time non-refundable membership fee of 20 JOD.

Compensation and fund structure

The system provides financial benefits including 4,000 JOD in cases of death or permanent total disability, with additional compensation determined by years of service and reason for termination. The fund aims to offer sustainable financial protection for education sector employees under a modern legal framework.

An independent fund under the ministry’s administration, chaired by the Minister of Education, will manage the contributions, with the general assembly approving policies, budgets, and accounts, and a board meeting monthly to oversee implementation, spending, and investments.

Contribution and payment rules

Participation is mandatory, with deductions automatically applied. Employees on unpaid leave or secondment must pay contributions in advance. Membership stops automatically if payments are missed, with previous contributions refunded. Employees from the previous system are automatically enrolled, with their service years counted.

Graduated benefits

Employees or heirs receive 4,000 JOD for death or total disability, with partial disability compensated proportionally. Benefits also cover spousal death, and subscriptions are refunded to heirs if the member dies. Employees with less than 10 years of service or terminated for dismissal or redundancy receive their contributions. Those resigning after 10 years get full contributions plus 100 JOD per year beyond the tenth. Employees completing 15 years or more are entitled to 15 months’ salary for the first 15 years, plus 150 JOD per subsequent year upon retirement, old age, early retirement, death, or illness, provided they remain in public service and continue contributions. Benefits cannot be less than total contributions. Transfers within the sector are allowed without reapplication, within a set period.

Fund loans

The fund may provide a one-time interest-free loan up to 6,000 JOD, and an emergency loan of 1,500 JOD deducted from salary, subject to annual financial capacity. Fund resources include contributions, membership fees, financial returns, donations, and grants, with limited borrowing allowed without public treasury liability.

The new system replaces the 1998 system, maintaining previous instructions until updated under the new framework to ensure a smooth transition and protect employee rights.
