Foreign ministers of Hashemite Kingdom of Jordan, United Arab Emirates, Republic of Indonesia, Islamic Republic of Pakistan, Republic of Turkey, Kingdom of Saudi Arabia, State of Qatar and Arab Republic of Egypt express deep concern over deterioration of humanitarian situation in Gaza Strip, worsened by severe and unstable weather conditions, including heavy rain and storms, alongside continued lack of sufficient humanitarian access, acute shortages of life-saving basic supplies, and slow pace of entry of essential materials needed to rehabilitate basic services and establish temporary shelters.
Ministers stress harsh weather exposes fragility of existing humanitarian conditions, particularly for nearly 1.9 million displaced people and families living in inadequate shelters. Flooded camps, damaged tents, collapse of already-damaged buildings, exposure to low temperatures combined with malnutrition significantly increase risks to civilian lives, including heightened danger of disease outbreaks, especially among children, women, elderly and people with serious medical conditions.
They commend sustained efforts by all UN organisations and agencies, particularly UNRWA, as well as international non-governmental humanitarian organisations, to continue assisting Palestinians and delivering aid under extremely difficult and complex conditions. They call on Israel to ensure UN and international NGOs can operate in Gaza and West Bank in a sustainable, predictable and unrestricted manner, given their central role in humanitarian response in Gaza, stressing any attempt to obstruct their work unacceptable.
Ministers reaffirm full support for UN Security Council Resolution 2803 and comprehensive plan presented by President Trump, and commitment to contribute to successful implementation, ensuring sustainability of ceasefire, end of war in Gaza, and securing dignified life for Palestinian people, leading to credible path toward Palestinian self-determination and statehood.
In this context, they stress urgent need to immediately begin and expand early recovery efforts, including provision of permanent, dignified shelter to protect population from harsh winter conditions.
They call on international community to assume legal and moral responsibilities and pressure Israel, as occupying power, to immediately lift restrictions on entry and distribution of essential supplies, including tents, shelter materials, medical aid, clean water, fuel and support for sanitation services.
They also call for immediate, full and unhindered entry of humanitarian aid into Gaza Strip, through UN and its agencies, rehabilitation of infrastructure and hospitals, and opening of Rafah crossing in both directions in line with comprehensive plan presented by President Trump.
