AMMAN — The Cabinet, meeting Sunday under Prime Minister Dr. Jaafar Hassan, approved the establishment of a steel pipe manufacturing and insulation plant, as part of the groundwork needed to begin implementing the National Water Carrier project.
Half of the plant's pipe output will be earmarked for the water carrier project, with the rest going toward other water projects and future gas transport and pumping infrastructure.
The factory will be built with capital of up to JD120 million and is expected to around 420 jobs for Jordanians. It will include two divisions covering pipe manufacturing and insulation/protection, built to international specifications.
A memorandum of understanding will be signed between the National Water Carrier project company, the project's contracting coalition, and the Perma–Wilsbon company coalition to move forward with setting up the plant, with the government providing the necessary support for registration, licensing and permits, expedited customs procedures, and connection to public utilities.
The plant will serve as the nucleus for producing high-spec Jordanian steel pipes for domestic and export projects, part of the government's broader push to boost industry, attract investment, jobs and upgrade Jordanian technical skills, in line with the goals of the Economic Modernization Vision.
Organ Donation via "Sanad"
The Cabinet also decided to add an organ donation service to the "Sanad" app, aimed at making it easier for citizens to register as donors and promoting values of human and social solidarity.
The service lets users review donation-related information and confirm their willingness to donate digitally, registering it under approved procedures and reflecting it in family registry records.
The step is part of a broader push to use digital transformation to deliver services with humanitarian impact, and to expand and simplify access to digital government services.
General Population Census in October
The Cabinet set October 1 as the start date for the 2026 General Population and Housing Census, running through October 31.
The census will begin with three days of electronic self-enumeration via a link sent through the "Sanad" app to those pre-registered for the service, before moving to door-to-door field enumeration.
Around 12,000 people will take part in the field count, drawn from the Department of Statistics, teachers from the Ministry of Education and Human Resources Development, and staff from participating institutions, reaching households and residences across the Kingdom.
The census aims to provide up-to-date, accurate population and housing data to support planning, policymaking and decisions across education, health, housing, transport, infrastructure and public services. It covers all residents of the Kingdom, citizens and residents alike, with data confidentiality guaranteed, and calls on households to cooperate with field researchers and verify their official statistical IDs.
Administrative Reorganization
The Cabinet approved the 2026 administrative organization bylaw for the Chief Islamic Justice Department, aimed at strengthening institutional operations and the justice system, and boosting digital transformation, governance, and the quality of Sharia and judicial services.
It also approved the 2026 administrative organization bylaw for the Petra Development and Tourism Region Authority, aimed at improving institutional performance, strengthening governance, transparency and accountability, and improving resource management. The bylaw is designed to improve coordination across the authority's units and raise the quality of services provided, supporting Petra's competitiveness as a world tourism destination and preserving its role as a key contributor to the national economy and a draw for visitors and investment.
