The results of the report by the Al-Hayat Center - Rased for monitoring the performance of Dr. Bisher Al-Khasawneh’s government after three and a half years of its formation that the government has committed to 884 commitments, distributed across four main programs: the Government’s Executive Indicative Program (2021 – 2024), the Government’s Economic Work Priorities Program (2021 – 2023), the Economic Modernization Vision (2023-2025), and the Public Sector Modernization Plan (2022 – 2025).
The results indicated that the number of priorities within the Economic Modernization Vision supposed to be accomplished during the years 2023 – 2025 reached 554 commitments, of which 18% have been completed, 9% have not yet started, 68% are in progress, and 5% have been canceled. The results showed that the commitments being implemented at a high rate are 14%, at a medium rate are 41%, and at a low rate are 45%.
Within the Public Sector Modernization Plan, there were 51 priorities during the year 2023 and 50 priorities during the year 2024, totaling 101 priorities for both years, of which 33% have been completed, 6% have not yet started, and 58% are in progress, while 3% have been canceled. It was found that 24% of the commitments are being implemented at a high rate, 27% at a medium rate, and 49% at a low rate.
The Government’s Executive Indicative Program (2021 – 2024) included 79 commitments, of which 56% have been completed, 9% have not yet started, and 35% are in progress. The commitments being implemented were classified into three levels: high implementation at 46%, medium implementation at 39%, and low implementation at 14%.
The number of commitments within the Government’s Economic Work Priorities Program (2021 – 2023) reached 160, of which 65% have been completed, 5% have not yet started, and 30% are in progress, with high implementation at 46%, medium implementation at 44%, and low implementation at 10%.
The report preparation team tracked all activities of the members of Al-Khasawneh’s government during the three and a half years, with a total of 5836 field activities accounting for 54% of all activities, and 4892 office activities accounting for 46%, making a total of 10728 activities over the three and a half years of the government’s term, with 246 field activities recorded for the Prime Minister. It was revealed that the ministers who carried out the most field activities during the last six months from 2023/10/11 to 2024/04/10 are; Wafa Bani Mustafa, Tawfiq Krishan, Haifa Al-Najjar, Ahmed Hananda, and Khaled Al-Hanifat, and the ministers who carried out the most office activities during the last six months are; Mohannad Mubaidin, Wissam Tahatmouni, Zina Toukan, Khulood Al-Saqaf, Tawfiq Krishan, Khaled Al-Hanifat. Regarding the decisions issued by Al-Khasawneh’s government, there were 1174 decisions made over three and a half years since its formation. The analysis of the decisions showed that the legislative reform axis had the highest percentage at 29%, followed by the financial and economic axis at 21% of the total decisions, and the administrative axis at 20%. With equal percentages of 9% of the decisions were the development and services axis and the appointments axis, and finally, the international agreements and treaties axis at 2%.
There were 100 decisions on appointments in leadership positions issued by the Council of Ministers over three and a half years, in which 125 people were appointed under these decisions, noting that the appointments that were adopted are those in leadership positions. The report also showed that the number of trips taken by members of Al-Khasawneh’s government during the period from 12/10/2020 to 11/10/2023 reached 523 trips, with 59% of the trips’ destinations announced, while 41% were not announced.
Analyzing the ministers after three and a half years since the formation of Al-Khasawneh’s first government, it appears that the number of ministers in Al-Khasawneh’s government over 3 and a half years reached 58 ministers. It was found that 9 ministers from the original formation of Dr. Bisher Al-Khasawneh’s government maintained their portfolios, after 7 amendments to Dr. Bisher Al-Khasawneh’s government, the number of ministers who joined the government became 48 ministers and 10 ministeresses. Classifying the ministers who entered with the amendments, i.e., after the formation of the first government, it appears that 7 ministers entered with the amendments and left with the amendments.
