Syrian President Ahmad Al-Sharaa signed the country’s transitional constitutional declaration on Thursday, following its submission by an expert committee tasked with drafting the document.
After receiving the draft, Al-Sharaa expressed hope that it would mark a new beginning for Syria, fostering progress and development. He stated, “We hope this will be a new era for Syria, replacing ignorance with knowledge and suffering with compassion.”
The declaration, consisting of 44 articles, maintains Islamic jurisprudence as the primary source of legislation while ensuring freedom of speech, expression, media, and publishing. A legal expert from the drafting committee summarized its key points during a press conference.
The document affirms the state's commitment to national unity, cultural diversity, and balancing social security with individual freedoms. It also upholds Syria’s adherence to human rights agreements and the principle of separation of powers. The independence of the judiciary is explicitly recognized.
The transition period is set to last five years. The declaration grants the president the authority to declare a state of emergency while legislative power remains with the People's Assembly. The Assembly also holds the authority to remove, dismiss, or limit the powers of the president.
The committee emphasized that the draft was based on the outcomes of the National Dialogue Conference, ensuring constitutional guarantees for property rights, women's rights in education and employment, and political participation.
