Joint Jordanian-Egyptian-French Statement at Conclusion of Cairo Trilateral Summit

Amman — His Majesty King Abdullah II, Egyptian President Abdel Fattah el-Sisi, and French President Emmanuel Macron held a trilateral summit in Cairo on Monday, April 7, 2025, to discuss the grave situation in Gaza. A joint statement was issued at the conclusion of the summit.

The leaders called for an immediate return to a ceasefire to protect Palestinians and ensure the swift and full delivery of humanitarian aid. They urged the implementation of the ceasefire agreement signed on January 19, which guarantees the release of all hostages and detainees and the safety of all civilians.

The three leaders emphasized that the protection of civilians and humanitarian workers, as well as the full delivery of aid, are obligations under international and humanitarian law.

They expressed deep concern about the worsening humanitarian situation in the West Bank and East Jerusalem, and called for an end to all unilateral measures that undermine the two-state solution and escalate tensions. They also stressed the importance of respecting the historical status quo of the holy sites in Jerusalem.

The leaders firmly rejected any attempt to displace Palestinians from their land or to annex Palestinian territories.

They called for international support for the Gaza Reconstruction Plan adopted by the Arab Summit in Cairo on March 4 and by the Organization of Islamic Cooperation on March 7, and discussed effective mechanisms for implementing the plan, especially in terms of security and governance.

The leaders affirmed that governance and maintaining order and security in Gaza — and across all Palestinian territories — must be under the exclusive authority of an empowered Palestinian National Authority, with strong regional and international backing. They also expressed readiness to assist in this direction in coordination with partners.

They reiterated the need to consolidate these efforts at the upcoming June conference, co-chaired by France and Saudi Arabia, to a clear political horizon for the implementation of the two-state solution.

The leaders voiced support for the Gaza Reconstruction Conference to be held in Cairo in the near future and thanked President Abdel Fattah el-Sisi for hosting the summit.
