Since taking office in late 2024, Syria’s new government has focused its diplomacy on mending ties with the US and Europe, aiming to lift sanctions and advance national unification.

This shift led to cooler relations with Russia, amid reports of European demands for the removal of Russian bases from Syria.

But on 31 July, Syrian Foreign Minister Asad Al-Shibani visited Moscow with a high-level delegation, followed by Defence Minister Marhaf Abu Qusra—signals of mutual interest in resetting Syrian-Russian ties.
