Revised criteria will focus on actual performance, annual plan implementation, and administrative and financial compliance. Emphasis is placed on youth talent and creativity, volunteer and scouting teams, women’s committees, sports activities, tournaments, and achievements. The ministry will circulate the updated framework and application instructions through provincial youth directorates, with implementation starting March.
