Kuwait has ratified a defense cooperation agreement with Pakistan, following the issuance of a decree-law approving the agreement the two countries signed in Kuwait on June 11, 2023, according to Sunday's edition of Kuwait's official gazette. The agreement aims to establish a framework for cooperation in defense and armed forces training, in line with the laws and regulations in force in both countries and their international obligations. Areas of cooperation covered by the agreement include military training and education, cooperation between the two countries' armed forces, logistics, and the exchange of personnel, technical experts, and specialists across various military fields — in addition to cooperation in scientific, technological, and military intelligence domains, and any other areas the two sides agree on. The agreement calls for annual plans to carry out joint activities through implementation protocols and programs, alongside strengthening cooperation through exchange visits at various levels. It also provides for the formation of a joint military committee to coordinate and implement cooperation between the two countries across military fields, to be headed by officials appointed by the defense ministers of both nations, with the committee set to meet annually. The agreement requires both parties to take the necessary measures to protect classified information and documents exchanged between them, and bars transferring such material to any third party without written consent from the party that provided it — with this obligation to protect the information continuing even after the agreement expires. The agreement also affirms that its provisions do not affect either country's obligations under other international treaties and agreements, and stipulates that any dispute over its interpretation or application will be settled amicably between the two sides, without referral to any third party or to local or international courts.
