By Dr. Loai Bawa'neh The reforms and modernization witnessed in Jordan under the reign of His Majesty King Abdullah II across political, economic, and administrative domains, alongside a prominent focus on Jordanian youth, represent a comprehensive positive revolution in the realms of thought, politics, economics, and administration. However, these reforms, updates, and their regulating legislation require continuous movement to gauge their impact and positive outcomes at the individual, institutional, and state levels to determine the extent of their implementation. As is well known, these reviews fall at the heart of the role played by universities and research institutions. This is what prompted Al-Balqa Applied University, specifically the Amman University College for Financial and Administrative Sciences, to assume the responsibility of engaging with and addressing these issues through research as part of an integrated national project. Amman College, its administration, and conference supervisors made significant efforts in arranging, organizing, participating, and formulating recommendations that serve all modernization tracks—political, economic, and administrative—in alignment with the visions of the leader and his Crown Prince for general reform of the country, individuals, and institutions. The presentation, discussion, and analysis of diverse research papers on various forms of reform and modernization during the First National Scientific Conference of Amman University College—affiliated with Al-Balqa Applied University—represents a genuine achievement, given the high level of participation and seriousness in describing and addressing issues. This reflects the importance and success of the conference and underscores the need for such conferences on a periodic basis, serving as an expression and confirmation of the importance of these royal reforms and the necessity of tracking them on the ground across state institutions and other sectors, while attempting to assess their impact on youth. The conference bore the title: 'Jordanian Youth and Political, Economic, and Administrative Modernization Tracks: Opportunities and Roles.' The research papers presented spanned diverse topics lying at the core of the reform envisioned by His Majesty the King, led by political, administrative, and economic aspects. Notably, the participating researchers represented diverse backgrounds and affiliations from multiple institutions and countries, including researchers from Jordan, Iraq, and Lebanon. The conference comprehensively covered all political reform frameworks, indicators, and pillars, attempting to highlight positive aspects in applying these reformative foundations and their relationship with youth empowerment, while evaluating weaknesses in state institutions, the private sector, and individuals, towards achieving a bright and prosperous Jordan aligned with the ambitions of His Majesty the King and his trustworthy Crown Prince. Researchers focused in their papers on political and party reform, striving to link their research to youth and youth empowerment across state institutions, political parties, and various sectors. Political parties and their role in empowerment and political awareness were prominent during the sessions. Some researchers sought to compare the effectiveness of political modernization outcomes and their impact on youth with the legislative elections for the 20th House of Representatives, identifying legislative strengths and areas where real-world implementation has yet to meet expectations. Others focused on youth incubators and their role in enhancing active participation and digital citizenship. Furthermore, successful models of Jordanian youth were highlighted through real success stories, such as Ahmad Rafe' Al-Hindawi, who became the youngest person appointed to the United Nations in 2013 at age 28, representing world youth before becoming Secretary-General of the World Organization of the Scout Movement affiliated with the UN and currently serving as a board member of the Crown Prince Foundation. Another model was ambitious party member, political activist, and legal researcher Ahmad Bassam Al-Bawa'neh, 25, who represented Jordanian youth in Washington last year in 2025 to convey youth experiences, ambitions, and participation, and served as Assistant Secretary for Youth Affairs in the Erada Party in 2024 following its founding. The media was by no means absent from researchers' papers, as they closely examined its importance and impact on youth empowerment. Significant focus was placed on media, particularly digital and educational media, in the multifaceted modernization process by demonstrating its effect on political orientation, awareness, effectiveness, and political participation. This was alongside other factors influencing youth political readiness, such as school and university education and the family unit. All researchers stressed the importance of national institutions in supporting youth and their aspirations, such as the King Abdullah II Fund for Development, the Crown Prince Foundation, the Independent Election Commission, universities, schools, and the Directorate of Curricula, led above all by the genuine support provided by His Majesty the King and His Royal Highness the Crown Prince to all these institutions as true champions of youth empowerment. Administrative and economic dimensions were present through discussions on green investment and its role in supporting economic and administrative modernization tracks. Creating new job opportunities held major importance at the conference through discussions on entrepreneurship and youth innovation in economic modernization, presented in a paper by customs expert Ahmad Bani Issa. Additionally, several researchers raised the topic of government digitization and its role in empowering youth and accelerating administrative modernization. The suitability of Jordanian legislation for the investment environment in the digital economy and its impact on youth economic empowerment received substantial attention through research presented by a legal specialist. The conference also included a dedicated paper on digital organization and its relationship to public sector modernization in Jordan and youth empowerment, aiming for greater partnership and governance. At the conclusion of this conference, we extend our gratitude to the conference sponsor, BAU President Prof. Dr. Ahmad Fakhri Al-Ajlouni, and to the Dean of the College, Prof. Dr. Mousa Al-Sa'oudi, who worked tirelessly, along with those who led the effort from its inception: Prof. Dr. Nasser Al-Shara'a, Dr. Maha Al-Awamleh, Prof. Dr. Firas Al-Shalabi, and everyone who reviewed research, participated, organized, or provided moral support. Universities in their present role remain true partners in reform and modernization as the incubators of Jordanian youth and primary guides of their ideas, aspirations, and future.
