The General Secretariat of the Judicial Council announced the preliminary results of the investigations conducted by the Public Prosecution regarding the travel of Jordanians to perform Hajj outside the official mission during this year, 2024, which resulted in the deaths of 99 people according to the latest figures released by the Ministry of Foreign Affairs and Expatriates.
On Tuesday, the Secretariat stated that the Public Prosecution, based on the investigation results, charged 28 defendants with the felony of human trafficking according to the provisions of Article 9/C/1 and 2 and 8 of the Human Trafficking Prevention Law, and the misdemeanor of fraud according to the provisions of Article 417 of the Penal Code.
It added that the Public Prosecution decided to detain 19 people, including a woman, and prohibited 10 individuals from traveling pending the investigation. The Public Prosecution exercised its authority to activate the measures stipulated in Article 15 of the Human Trafficking Prevention Law by closing the companies that played a prominent role in violating the law and facilitating unauthorized Hajj. It also issued a decision to seize the criminal proceeds that resulted from conducting Hajj in this manner.
The Secretariat indicated that the specialized Public Prosecution will complete its investigative procedures by hearing the testimonies of the victims, the relatives of the deceased, and the concerned official entities. It will also coordinate with the Cybercrime Unit to monitor and track the victims' testimonies and videos related to the circumstances and details of the unauthorized Hajj circulating on social media platforms.
The General Secretariat revealed that the initial investigations by the Public Prosecution indicated that some individuals, including owners of private companies involved in transporting travelers and owners or employees of Hajj and Umrah companies, recruited, transported, and housed many Jordanian citizens to visit Mecca during the Hajj season without permits to perform Hajj and outside the official mission. This occurred at the beginning of the fifth month of 2024, a month before the Hajj season, using visit permits that did not authorize Hajj, despite these companies and individuals knowing that the permits issued to the pilgrims did not entitle them to perform Hajj. This was done in exchange for financial amounts collected from each person sent to Hajj in this manner.
