Syrian President Ahmed Al-Shar’ signed a new agreement on Sunday with the Syrian Democratic Forces (SDF).
The agreement provides for a comprehensive and immediate ceasefire across all fronts and contact points between Syrian government forces and SDF units, alongside the withdrawal of all SDF military formations to the eastern Euphrates as a preliminary step for redeployment.
It stipulates the full administrative and military handover of Deir Ezzor and Raqqa provinces to the Syrian government, including all civil institutions and facilities, with immediate decisions to retain current employees within relevant ministries, while the government commits not to target SDF personnel or the local civil administration in these provinces.
All civil institutions in Hasakeh province will be integrated into Syrian state institutions and administrative structures.
The government will assume control over all border crossings, oil and gas fields, ensuring their protection by state forces to restore resources to the Syrian state.
All SDF military and security personnel will be integrated individually into the Syrian Ministries of Defense and Interior after security vetting, receiving military ranks and corresponding financial and logistical entitlements, with protection of Kurdish regional autonomy.
SDF leadership commits not to incorporate remnants of the Assad regime and will hand over lists of officers in northeastern Syria.
A presidential decree will appoint a candidate as governor of Hasakeh, ensuring local political representation and participation.
The city of Ayn al-Arab/Kobani will be cleared of heavy military presence, establishing a local security force while maintaining a local police unit administratively under the Ministry of Interior.
The government will assume full legal and security responsibility over prisons and camps formerly managed by ISIS, integrating relevant personnel into state structures.
SDF will submit a list of proposed senior military, security, and civil leaders for inclusion in central government structures to ensure national partnership.
The agreement endorses Presidential Decree No. 13 of 2026, recognising Kurdish cultural and linguistic rights and addressing civil and property claims accumulated from previous contracts.
SDF will remove all non-Syrian PKK elements from Syria to ensure sovereignty and regional stability.
The Syrian government will continue anti-ISIS operations as part of the international coalition, in coordination with the United States, to maintain regional security.
The agreement also includes measures for safe and dignified return of residents to Afrin and Sheikh Maqsoud.
