Iran adhered to its seven conditions for resuming negotiations with the United States, at a time when Qatar is intensifying mediation efforts between the two parties amid proposals for mutual confidence-building measures and the re-launching of direct talks.
Iranian Parliamentary Speaker and Chief Negotiator Mohammad Bagher Ghalibaf stated that no progress can be achieved in negotiations with Washington without full approval of the seven conditions set by Tehran, noting that his country continues to study a paper submitted by U.S. Vice President JD Vance regarding mechanisms for negotiation between the two countries.
A Qatari delegation arrived in Tehran on Friday, headed by the Senior Advisor to the Prime Minister and Minister of Foreign Affairs, to conduct talks with senior Iranian officials regarding bilateral relations and regional developments, with discussions set to continue in Doha on Saturday following a round of talks lasting more than 12 hours in the Iranian capital.
The visit followed Iranian media reports detailing Tehran's receipt of a letter from Vance addressed to Secretary of Iran's Supreme National Security Council, Mohsen Rezaei. According to press reports, the letter outlined a potential framework for negotiations rather than specific conditions for reaching a peace agreement, delivered via Qatari mediators.
Iran's seven conditions include a comprehensive cease-fire across the Middle East, the release of frozen Iranian assets abroad, lifting sanctions on the oil sector, ending the U.S. naval blockade, paying war reparations, withdrawing U.S. forces, and halting threats and interference.
Mutual Confidence-Building Steps
Within the framework of mediation efforts, Qatari mediators urged Washington and Tehran to agree on a package of mutual steps to be executed over a period of a few days as a prelude to returning to direct talks on the nuclear program and other issues.
According to media reports, proposals include persuading Iran to permit United Nations inspectors to visit nuclear sites that were subjected to bombardment, in exchange for the United States easing certain sanctions, in a move aimed at building confidence between the two sides.
Qatar also presented a seven-day plan to address the concerns of Washington and Tehran, featuring confidence-building steps with the participation of U.S. envoys Steve Witkoff and Jared Kushner.
The primary obstacle facing the resumption of negotiations lies in the insistence of U.S. President Donald Trump's administration that Iran make nuclear concessions, contrasted with Tehran's condition that the naval blockade be lifted, its frozen assets released, and oil sales permitted prior to returning to table negotiations.
Potential Military Operation
Mediation efforts coincide with ongoing U.S. threats to launch new attacks on Iran, amid reports of Trump potentially leaning toward issuing an order to execute a military operation if Republicans lose the congressional midterm elections scheduled for November 3, alongside pressure exerted by Israeli Prime Minister Benjamin Netanyahu to carry out a joint operation.
A White House official was quoted as stating that election results will not serve as a factor in Trump's decisions regarding Iran, while a U.S. official noted that the President might take a "bold step" if he feels embarrassed or sidelined, adding that the best opportunity for the Iranians to reach an agreement is now.
Regional countries—including Egypt, Turkey, Iraq, Pakistan, and Saudi Arabia—are urging Iran to agree to resume negotiations before the midterm elections, according to media reports.
Conversely, Trump expresses skepticism regarding Iran's willingness to agree to a deal he considers acceptable—a stance shared by War Secretary Pete Hegseth and Secretary of State Marco Rubio—whereas Vice President Vance and envoys Witkoff and Kushner support resuming negotiations.
Iranian Threats to Expand War Scope
In the context of mutual threats, Iranian Foreign Minister Abbas Araghchi stated that "there are no longer any red lines" regarding potential Iranian strikes, responding to statements by German Chancellor Friedrich Merz regarding the €100 billion energy cost burden incurred by Europe as a result of the war.
Araghchi considered this sum incomparable to what he described as a "shattering strike" that the Iranian Armed Forces will direct against anyone daring to harm the Iranian people, noting that Merz had praised Israeli and U.S. bombing operations against Iran at their onset last year.
Furthermore, Spokesperson for the Iranian Army, Brigadier General Mohammad Akrami Nia, warned the United States against any new military movement against his country, vowing to expand the geographical scope of the war should it occur.
Iranian Television quoted Akrami Nia stating that the army is monitoring U.S. troop movements in the region and continues to enhance its combat readiness, adding that the end of any "new American adventure" conducted under Israeli pressure will not be in Washington's hands.
Akrami Nia accused U.S. President Donald Trump of possessing a "dark record in betraying the diplomatic path."
Qatar and Pakistan are leading mediation efforts to revive peace negotiations following a cease-fire agreement reached last April; however, these endeavors have not yet resulted in a permanent agreement.
