United Nations Secretary-General António Guterres said on Tuesday that indicators strongly suggest a resumption of talks to end the conflict between the United States and Iran is "highly likely."
Speaking to reporters at UN headquarters, Guterres emphasized the urgent need for both nations to return to the negotiating table and adhere to a sustained ceasefire. He stressed that all parties must respect international maritime rights and freedoms, specifically within the strategic Strait of Hormuz.
"There is no military solution to this crisis," Guterres said, adding that peace agreements require continuous communication and political will. "The time has come for restraint and responsibility. The time has come for diplomacy, not escalation."
The Secretary-General warned that international law is being violated "flagrantly in the Middle East," leading to intolerable harm to civilians. He condemned the abandonment of humanitarian obligations and the violation of protections guaranteed to UN personnel.
Guterres also announced he will travel to The Hague later this week to commemorate the 80th anniversary of the International Court of Justice (ICJ). He stated his visit aims to deliver an unequivocal message that international law applies to all states without exception and that "respecting its rules is not optional."
