MP Professor Dr. Tamara Nasir Al-Din emphasized the importance of the 2026 Local Administration Draft Law, describing it as a pivotal piece of legislation that directly impacts the efficiency of local governance and the quality of services provided to citizens. She noted that the draft law contains numerous positive aspects that align with administrative modernization tracks—foremost among them being the enhancement of governance, strategic planning, digital transformation, investment promotion, and the expansion of community participation tools.
This came during her remarks under the Parliament dome during the debate on the draft law, where she stressed that the significance of this legislation necessitates an expanded study before its passage. This is to ensure the formulation of clearer and more balanced provisions, ultimately achieving the desired goal of developing the local administration system.
Nasir Al-Din called for recalibrating the relationship between the municipal council and the executive branch through clear legal texts that define responsibilities, authorities, and accountability mechanisms. This would ensure that elected councils are empowered to exercise their oversight role effectively, while enhancing the executive branch's capacity to implement plans, programs, and decisions within a clear institutional framework, free from any overlapping jurisdictions.
She pointed out that the success of the law is intrinsically linked to the quality of the regulations and instructions that will be issued under it. She stressed the necessity for this executive framework to be comprehensive and clear, ensuring the proper implementation of the law's provisions and preventing any legislative vacuum that could undermine its effectiveness.
Nasir Al-Din indicated that the benchmark for the success of any legislation is measured by its ability to provide a clear operational environment and to empower local administration institutions to perform their duties efficiently and effectively, thereby reflecting positively on the level of services and local development.
At the conclusion of her remarks, Nasir Al-Din requested that the draft law be referred to the Parliamentary Administrative Committee to complete an exhaustive study, and to hear from municipalities, relevant stakeholders, and specialized experts, in order to draft a piece of legislation that achieves a balance between the independence of local administration, the strengthening of oversight and accountability, and the elevation of services provided to citizens.
