MP Wesam Rabihat announced that the House Administrative Committee concluded its study of the Municipalities and Local Administration Draft Law on Thursday ahead of submitting it to the parliamentary floor for debate.
Rabahat highlighted five key statutory amendments that received unanimous approval from committee members and consensus among participating stakeholders:
Governorate Councils (Decentralization): Retention of direct election for council members while reducing the total number of seats.
Mayors of Major Municipalities: Mandatory requirement of a university degree for candidacy.
Minimum Age for Candidacy: Raising the eligible candidacy age to 25 years, up from 22 years.
Executive Director Role: Safeguarding mayoral authority by standardizing hiring procedures for Municipal Executive Directors through public job announcements under the Civil Service/HR system, preventing the role's powers from encroaching upon the elected municipal council.
Women's Quota: Allocation of a 25% quota for female representation across municipal councils.
