The Lebanese Parliament passed a general amnesty law on Wednesday, the first of its kind since 1991, which is expected to progressively benefit thousands of convicts, detainees, and wanted individuals.
Lebanese political factions have demanded the passage of this law for years, but deep divisions had previously prevented its approval. Authorities have not yet disclosed the total number of beneficiaries.
The Speaker's office announced in a statement "the passage of a legislative proposal granting a general amnesty and exceptionally reducing the duration of certain sentences, as amended."
The move primarily aims to alleviate prison overcrowding, where many detainees have been held for years without trial.
According to MP Imad Al-Hout, one of the lawmakers involved in the debates leading to the amnesty's passage, the new law reduces the sentences of those facing death penalties or life imprisonment to 17 prison years, equivalent to 12 years and nine months.
According to Prison Directorate statistics, the incarcerated population reached 6,268 individuals as of March 30. The National Commission for Human Rights noted in its 2025 annual report that the prison overcrowding rate had reached 300%.
Discussions surrounding the general amnesty re-emerged following the overthrow of the previous regime in Syria in late 2024, particularly regarding the handling of individuals known as "Islamist detainees," a portion of whom were arrested over events connected to the Syrian conflict without undergoing trial.
The majority of these detainees hail from the predominantly Sunni city of Tripoli in northern Lebanon, facing charges that include fighting and attacking the Lebanese Army as well as executing bombings.
In contrast, other political groups demanded that the amnesty also cover their respective supporter bases.
