Lebanese President Joseph Aoun reaffirmed on Sunday that the sole weapons capable of protecting national territory are those belonging exclusively to the legitimate state, declaring security to be a collective national responsibility that cannot be monopolized by any single faction.
President Aoun reiterated his commitment to restricting sovereign arms strictly to state authorities and expanding the Lebanese Army’s full territorial control in compliance with UN Resolution 1701 to guarantee complete national sovereignty. He noted that residents in southern Lebanon continue to suffer from ongoing Israeli aggression and violations of the cessation of hostilities.
The statements follow a framework agreement brokered under U.S. sponsorship on June 26 after five rounds of negotiations between Lebanon and Israel. The agreement outlines a phased process to disarm Hezbollah, dismantle non-state armed infrastructure, and facilitate a gradual withdrawal of Israeli forces from occupied southern territories as the Lebanese Army deploys across designated trial zones.
The security arrangement establishes a reciprocal schedule designed to restore effective sovereign control to the Lebanese state, paired with verification mechanisms supported by the United States. However, Hezbollah maintains an absolute refusal to engage in direct negotiations with Israel or surrender its arsenal. Meanwhile, Israeli forces remain deployed in southern Lebanon within a designated security zone extending up to ten kilometers along the border while continuing strikes, demolitions, and heavy detonations.
