Rum – Parliamentary Affairs Editor
Rum has learned that the Parliamentary Administrative Committee adjourned its meeting dedicated to approving the draft Local Administration Law—originally scheduled for today, Monday—to a later date. This delay stems from the committee's decision not to rush the draft's approval, its desire to foster consensus among members, and its commitment to granting the government sufficient time to present its perspective on several disputed articles of the law.
Committee Chairman MP Khalifah Al-Diyat explained to Rum that the committee's amendments to the draft law were introduced to strengthen the status of municipalities and the powers of elected councils. The amendments also restrict the minister's authority to suspend councils and cap the duration of council dissolutions and temporary committees at no more than one year, while stipulating that a public employee's resignation becomes effective automatically upon winning an election.
Regarding the municipal manager, Al-Diyat confirmed that appointments will be handled through the Public Service Commission, with reporting lines directed straight to the mayor. He noted that the committee remains firm on restoring direct elections for governorate councils, though it has yet to settle on the structure or mechanism—specifically whether the council will be fully or partially elected and what its total membership will be—as this article remains under extensive debate among committee members.
Al-Diyat anticipated to Rum that the draft law will be approved by the committee on Thursday, with plans to place it on the House of Representatives' agenda next Sunday.
