MP Ahmad Al-Humaisat called on the Minister of Local Administration to resign following the approval of the draft Local Administration Law, emphasizing that any minister under whose tenure this law is passed should step down and not return to his post until after elections are conducted.
Al-Humaisat stated that the draft Local Administration Law does not merely concern municipalities and governorate councils; rather, it impacts the image of the state in its relationship with citizens and its capacity to deliver services, drive development, and decentralize decision-making from the center to local communities.
He added that upon reading the draft law, he formed a positive view in principle, expressing appreciation for the efforts of the government and the Administrative Committee in drafting the legislation.
He stressed that the core essence of local administration is the decentralization of decision-making power, emphasizing that the relationship between elected councils and executive bodies must be clear—ensuring no jurisdictional overlap so that executive bodies remain directly accountable to citizens.
"We cannot demand that municipal councils remain accountable to citizens while simultaneously stripping away their decision-making tools," he said, adding: "We cannot hold the council and mayor responsible for outcomes and duties when they lack control over their underlying causes."
Al-Humaisat criticized the format of the draft law, noting that lawmakers expected an amending bill rather than a comprehensive law containing all target articles under modification.
He questioned the reason behind submitting a draft law consisting of 70 articles when the clauses intended for amendment did not exceed 6 or 7 articles, asking: "Should this law be named His Excellency's Law?"
