MP Tareq Bani Hani directed a series of questions to the Minister of Youth regarding the maintenance and development project at Al-Hassan International Stadium in Irbid Governorate, demanding clarifications on financial costs, reasons for cost overruns, and the technical and legal procedures accompanying the execution of the works.
Bani Hani questioned why the project's cost escalated from approximately 200,000 JOD, as reported by the Irbid Governorate Council, to nearly 450,000 JOD according to figures announced by the Ministry of Youth. He asked about the source of the additional 250,000 JOD and whether it was allocated under an official budget or formal legal decision.
The MP inquired whether technical and financial studies were conducted prior to issuing the tender and requested that copies be provided to the House of Representatives. He also asked for justifications regarding the increase in excavation depth from approximately 30 centimeters to 1.2 meters, inquiring which entity proposed the alteration and which authority approved it.
Bani Hani requested clarification on whether the modifications were executed in accordance with approved legal and technical procedures with necessary approvals secured before commencing work. Additionally, he inquired about a technical study conducted by the ministry concerning a fundamental flaw in the stadium's drainage system and why its effects had not appeared in previous years.
Furthermore, the parliamentary questions inquired whether excavation works and heavy machinery used in the project caused damage to the existing irrigation and drainage networks, and who bears responsibility for repairing the resulting damage. Bani Hani asked about the level of oversight by specialized engineers regarding heavy machinery entering the pitch and whether reports documented the condition of irrigation and drainage networks before and after operations.
Finally, the MP called for revealing the actual causes behind the deterioration of the pitch and turf, asking whether the ministry conducted laboratory and technical tests to determine if the issue stemmed from fungal or insect infestations or from the use of inappropriate materials and pesticides.
