Muhannad Al-Khatib, Director of the Unified Admission Coordination Unit at the Ministry of Education and Human Resources Development, stated that the Royal Benefactions (Makrumat) are four, and can only be rescinded by the grantor of the Royal Benefaction Himself.
He added that children of teachers who hold high grade averages secure their university seats in either case, and what actually occurs is that they benefit from the financial scholarship.
Al-Khatib explained that 10% of university seats are allocated to children of tribes and underprivileged areas under the Royal Benefaction. These seats are not deducted from the predetermined quota, but are rather added to it to protect the share of students competing through general merit.
This increase also encompasses an additional 30% for students in the Parallel Program (Al-Mawazi), alongside seats allocated for holders of foreign certificates—both of which are likewise additions to the original base quota.
Al-Khatib emphasized that the objective of this mechanism is to achieve a balance between institutional capacity and educational quality, while ensuring fairness in seat distribution among students. He stressed that the announced figure of 640 represents direct merit-based seats, whereas the actual number exceeds one thousand students once the Royal Benefactions, the Parallel Program, and foreign certificate allocations are added.
