Syrian Foreign Minister As'ad Al-Sheibani expressed Syria’s appreciation to Jordan, Egypt, Morocco, and Saudi Arabia for sponsoring and submitting the resolution that led the International Atomic Energy Agency (IAEA) Board of Governors to officially close Syria's 15-year non-compliance item on September 9.
Speaking at the IAEA General Conference on Monday, Al-Sheibani stated that closing the file closes a chapter of suspicion and opens a new era of trust, transparency, and international cooperation.
Key Developments and Technical Steps Outlined
Resolution Sponsorship & Regional Diplomacy: Al-Sheibani thanked Jordan and its co-sponsors for leading the diplomatic resolution at the IAEA, alongside praising the agency’s Secretariat for facilitating the roadmap.
Voluntary Disclosures & Site Inspections: Damascus issued an official letter on July 17 disclosing previously undeclared nuclear material, followed by a signed memorandum of understanding and roadmap on July 29. This enabled IAEA Director General Rafael Grossi to conduct a landmark visit to the Deir ez-Zor site on August 16—its first inspection in nearly two decades—to oversee the clearance of former reactor remains beneath reinforced concrete.
Material Inventory Under Safeguards: Damascus submitted all design information and inventory accounting reports demanded by the IAEA Board since 2011. A total of 73 metric tons of natural uranium have been placed under formal IAEA supervision and safeguards while remaining securely stored in Syria.
Institutional Shift: Al-Sheibani stressed that "new Syria" is decisively dismantling the heavy legacy left by the previous regime, cementing transparency as an enduring sovereign policy rather than a tactical maneuver.
