The Cabinet approved, during its session held on Wednesday chaired by Prime Minister Jafar Hassan, a draft amended law for the Independent Election Commission for 2026.
The draft law comes in response to the need to certain provisions in line with legislative developments under the political modernization system, enhancing the Commission's ability to exercise its constitutional and legal competencies efficiently and effectively.
Under the amendments, Commission employees will be barred from joining any political party during their tenure to guarantee neutrality, given that the Commission is the body supervising political party registration and affairs. Additionally, any employee wishing to run in any election administered or supervised by the Commission must take unpaid leave 90 days prior to the election; if victorious, the employee will be considered resigned by law.
The amendments also include updating the Commission's competencies and duties in alignment with the Political Parties Law, as well as incorporating digital campaign tools under the scope of monitoring to ensure campaign compliance with legal provisions. Furthermore, regulations governing Commission personnel will be updated and aligned with the public sector human resources management system to strengthen institutional neutrality and improve performance efficiency.
The amendments provide greater clarity regarding the scheduling of polling dates for municipal elections and any other elections assigned to the Commission by the Cabinet. They also regulate the authority to cancel or postpone voting at polling and counting centers when circumstances arise that affect the integrity of the electoral process, ensuring its proper conduct and maintaining its integrity and transparency.
