By Dr. Laith Abdullah Al-Qhaiwi
His Majesty King Abdullah II’s address before the United Nations General Assembly in New York was neither a routine speech on a protracted conflict nor merely another effort to retain the Palestinian cause on the international agenda. At its core, the address presented a redefinition of Jordan’s strategic posture within a rapidly evolving regional landscape where geography, security, water rights, and political dynamics remain deeply intertwined.
From a strategic perspective, the central premise of the address established international attention as a critical geopolitical resource. What the global community chooses to prioritize—or relegate to the periphery—directly influences whether regional crises advance toward political settlements or consolidate into permanent realities on the ground. His Majesty framed this concept as an entry point for navigating an overcrowded global agenda, where maintaining focus on just causes forms an integral component of statecraft.
In strategic terms, international attention serves as a functional realm in which states maneuver before emerging realities consolidate into faits accomplis. When key regional files remain active within decision-making circles, diplomatic channels retain the capacity to negotiate, adjust, and reorient outcomes. Conversely, when international focus wanes, field dynamics exert greater dominance, making subsequent intervention far more complex and costly.
Within this framework, the royal address refrained from treating the Palestinian cause as an isolated humanitarian or political file detached from broader regional security. Jordan’s engagement with Palestine extends beyond geographical proximity and the historical and religious dimensions of the Hashemite Custodianship over Islamic and Christian holy sites in Jerusalem. The stability of the West Bank remains directly linked to Jordanian national security, where fundamental demographic or political shifts produce ramifications extending well beyond Palestinian territories.
Accordingly, the official Jordanian position firmly rejects forced displacement or demographic restructuring as viable outcomes to the crisis. Jordan maintains an unequivocal commitment to the two-state solution, the resilience of the Palestinian population, full support for UNRWA, and the preservation of the historical and legal status quo of Jerusalem’s sanctuaries.
However, the New York address extended its analytical scope beyond Palestine to address broader national security imperatives. When His Majesty addressed developments in southern Syria, Jordanian national security—specifically northern border integrity and water security—was articulated as a core sovereign priority. The message remained explicit: any threat targeting Jordan’s northern frontiers or water resources constitutes a direct threat to national security that the Kingdom will actively address.
This stance becomes clear when evaluated through Jordan's complex security matrix. National security cannot be managed strictly through political borders alone, as regional stability is continuously shaped by population movements, water allocation, energy flows, trade routes, cross-border smuggling, and political developments in neighboring states. Consequently, safeguarding national security requires assessing regional trends well before immediate risks reach physical boundaries.
This proactive approach places upcoming Israeli elections within Jordan’s strategic calculations—not as an internal affair isolated from the region, but as a political milestone requiring careful analysis regarding potential policy shifts toward the West Bank, Jerusalem, and the future of the conflict. His Majesty warned of the dangers associated with escalating tension in the West Bank and Gaza, which risks destabilizing the wider region and undermining de-escalation efforts. This assessment reflects an understanding that internal political cycles within regional states can generate external consequences that transcend national borders.
Furthermore, conditions in southern Syria remain a primary security consideration for Jordan rather than a temporary file. Ongoing field developments involving border management, shared water resources, and security risks prompt critical questions regarding whether these shifts represent transient field arrangements or a structural reality altering regional security and water equations. For Jordan, water security and border defense necessitate interpreting field transformations before they consolidate into permanent conditions.
Thus, Jordanian diplomacy operates not as a substitute for national strength, but as one of its primary instruments. A state possessing professional military and security institutions requires parallel diplomatic capabilities to mitigate crises proactively, maintain multi-channel communications, and articulate national interests within international decision-making forums.
Jordan continues to adhere to constructive dialogue without compromising its sovereign interests. His Majesty clearly articulated this balance, emphasizing that Jordan’s commitment to diplomacy must not be misinterpreted as weakness or taken for granted, presenting the Kingdom as a principled, open, and steadfast state capable of engaging with all parties seeking regional peace. Moderation functions as a strategic asset, ensuring open channels of communication while safeguarding core national priorities.
Ultimately, the impact of the UN General Assembly address relies on continuous diplomatic implementation: expanding regional and international coordination, translating border and water security concerns into clear international agendas, sustaining the centrality of the two-state solution, securing support for UNRWA, and protecting the historical status quo in Jerusalem. Jordan continues to leverage diplomatic and strategic engagement to ensure its core national interests remain central to international regional calculations.
