AMMAN — President of the Jordanian Construction Contractors Association (JCCA), Fuad Al-Dweiri, emphasized the need to review key requirements within the standard bidding document for municipal tenders, stating that certain clauses fail to achieve the necessary balance and fairness, requiring adjustments to ensure equal opportunities for all contractors.
Speaking during a meeting with a group of road contractors, Al-Dweiri stated that the JCCA will compile the challenges faced by contractors in this sector and formally contact the government, represented by Minister of Local Administration Eng. Waleed Al-Masri, to address these issues and reach appropriate solutions, particularly regarding standard document requirements and tender award mechanisms.
Al-Dweiri explained that multiple contractors reported their inability to secure tenders for road construction projects in several municipalities due to restrictive requirements outlined in the standard document. This has raised concerns regarding the suitability of these criteria relative to the scope of the projects and the operational capacity of contractors to meet them.
He further noted that various municipal tenders are being re-issued or re-awarded for several reasons, including issues related to performance bonds, incomplete documentation, and inconsistencies in the procedures adopted by tender committees and their award decision-making processes.
Al-Dweiri highlighted the importance of reviewing these protocols to standardize tender management procedures, enhance transparency, ensure fairness, and reduce the frequency of re-tendering, which positively impacts project execution timelines and public interest.
JCCA Vice President Dr. Marouf Al-Ghananim affirmed that the feedback raised by contractors warrants serious consideration, noting that the association's road committee will follow up on these files to ensure technical requirements align with field conditions while protecting contractor rights.
During the meeting, attendees engaged in extensive discussions regarding field challenges, calling for revised standard document requirements that maintain regulatory balance and reflect realistic contractor capabilities.
